COIN stresses the need to protect civilian populations, eliminate/neutralize insurgent leadership, along with its infrastructure, and establish a legitimate and accountable government able to deliver essential administrative services to the local populace.

For decades, we have called them rebels, freedom fighters. Now, we have elevated some to the level of domestic and global terrorists. In the end, they are all insurgents that have not been properly handled with a well-defined counter-insurgency (COIN) strategy.

Broadly stated, any counter-insurgency (COIN) strategy stresses the need to protect civilian populations, eliminate/neutralize insurgent leadership, along with its infrastructure, and establish a legitimate and accountable government able to deliver essential administrative services to the local populace. Sadly, most COIN strategies are not drafted by the host-nation, rather they are devised and implemented by foreign governments attempting to curry favor with weak, undemocratic governments for natural resources or geopolitical interests.
